Jose Luis was three years old in this picture. Jose is currently 5 years old. He suffers from palpebral ptosis. In 2008 the Penasco Children’s Foundation was able to step in to provide the necessary monies needed for surgery, however the first surgery was unsuccessful and Jose requires a second surgery.
